Minutes of January 16, 2013 adopted.

Emergency Dispensing Site training  The Board reviewed a training powerpoint produced by Mass DPHs Emergency Preparedness Bureau.

Williams, 3 Pepperbush Lane (13-6.5) Tucker Hubbell, caretaker for 3 Pepperbush Lane, presented a proposed plan for construction of an exercise studio on the property. The number of bedrooms in the existing house was confirmed via site visit by Marina Lent to be three; the existing septic system has a four-bedroom capacity. The Board asked Marina Lent to inform Building Inspector Lenny Jason that the proposed plan is within capacity of the existing septic system.

Conroy, 22 Greenhouse Lane (33-33) The Board noted that a public hearing to review a plan by the Coastal Engineering Company for installation of a tight tank is tentatively scheduled for February 20 or March 6, 2013.  

Rowe, 22 Kennasoome Way (11-55.4)   The Board noted that a non-compliant septic system installed in 2000 under previous owner needs to be addressed by the new owner, Linda Rowe, and asked that a letter be sent for the new owner to meet with the Board to discuss remediation for the septic system within 30 days of receipt of the letter.

Lesser, 2 Salt Meadows (21-52.1) Reid Silva discussed a septic system construction permit application with variances.  The Board set a hearing date for its regularly scheduled meeting on March 6th at 17:30.

Kidd, 11 Greenhouse Lane (33-151) replacement well permit application requires following variances: Well to property line 30’  5’;  well to leaching facility 200’  102’ (locus), 109’ (Darling #1, 33-69),  186’ (Darling #2, 33-69), 118’ (SWB Ltd 33-30). These variances were already reviewed and adopted at the public hearing held on December 5, 2012 to approve the septic system construction proposal.  The Board approved the proposed well construction application.

Khedouri, South Road (11- 1.3, 1.4, 1.5)  Reid Silva presented a Form C Subdivision plan for the property with a different road configuration from the plan previously reviewed by the Board at its meeting of October 6, 2010.  Katie Carroll, whose home abuts the property, recused herself from the Board's deliberations. The Board asked Reid to furnish a letter for this application, stating that perc test data and proposed well locations reviewed by the Board for the previous Form C proposal remain in effect and unaltered for the proposal before the Board now.  

Hanneman, Greene Estate High Mark (26-66.4, 67.1) Reid Silva presented a Form C Subdivision plan to create a road easement.  The Board found no objections.

Neuman 4 Dilley Way (26-125) an emergency replacement well permit application was approved for this property (no variances required).

Menemsha Coast Guard Boathouse:  The Board declared no interest in plans for the wastewater disposal system at the Menemsha Boathouse: because the Board would have minimal, if any, influence on the outcome, the Board does not want to be informed about or review any proposals in connection with the proposed Coastguard Boathouse.

Phragmites Control in Squibnocket Pond   Jan Buhrman asked the Board for an update  regarding the Board's response to the proposal for chemical control of Phragmites at Squibnocket Pond.  The Board declared no interest in any specific proposed plans for chemical control of invasive species at Squibnocket Pond: because the Board's responsibility in this matter is limited under the Chilmark Zoning By-laws to the designation of disallowed applications of chemical substances in the Squibnocket Pond District, the Board does not wish to be informed about or to review any specific proposals on this matter.

MEP draft report: The Board expressed interest in reviewing the Massachusetts Estuaries Project's report to determine the critical nitrogen loading threshold for the Tisbury Great Pond, and asked Marina Lent to provide copies of the preliminary draft report and any future correspondence to Board members.

Tisbury Great Pond Oyster Habitat Restoration The Board took note of an  Environmental Notification Form (The Nature Conservancy) to undertake oyster habitat restoration in the Tisbury Great Pond.

Dairy Pasteurization License:  The Board reviewed a draft letter to the Mass Department of Public Health requesting that the Department continue to act as Regulatory Agency on behalf of the Chilmark Board of Health, and conduct inspections enabling the Board to issue the annual pasteurization permits to the Grey Barn Farm and Mermaid Dairy.  Marina Lent suggested that the $100 permit fee could be reduced to $10 to more accurately reflect the amount of staff time involved in issuing a permit without an inspection; the Board will consider this at another time.

Municipal Trash Receipts   The Board noted with dismay that 19 barrels of trash were produced by town buildings in the month of January, which seems excessive, given that paper, cans and bottles are recycled, and that the buildings altogether serve probably no more than 20 people.  The Board discussed various options to discover the reason for such excessive volumes, including asking MVRD representative Rich Osnoss to attend a weekly trash collection, or asking Rodney Bunker to photograph trash at each collection point.

Temporary Food Event Permit issued to:  Chilmark School Community Lunch, CCC, Feb 8, 2013 (postponed to March 8, 2013)

Septic System Installer Permit issued to:  Richard T. Olsen & Son, Inc.

Staff Certification: Marina Lent has acquired the following certifications: ICS-100, NIMS-700, IS-10a, and IS702a and 5 contact hour CEUs for Certified Professional-Food Safety (CP-FS) certification.
